Program Manager Salary in India: How to Check Your Number

Key takeaways

  • Indeed's India average for a program manager is ₹12,40,546 a year (145 salaries, updated 6 July 2026), and ₹21,81,224 for a senior program manager. City and employer move both figures further.
  • In the Project Management Institute's 13th-edition survey (2023), an Indian program manager's median pay is 1.25 times a Project Manager III's and 1.57 times a Project Manager I's. These multiples work on your own pay without a currency conversion.
  • The measured certification premium in India is for the PMP® (Project Management Professional), at about 33 percent in the Project Management Institute's 14th edition. The survey summary carries no PgMP® figure for India.
  • Run the five-step check below on your fixed pay, grade and offer before you accept or ask for a figure.

The same job title returns different salary figures depending on which website you open, and each is correct for the people it counted. On Indeed's India page, updated 6 July 2026, program managers in Pune average ₹18,65,182 a year, the highest of any city listed.

That is the trap in this search. A national average mixes grades, employers and technical scope, so it tells you little about what you should earn or ask for. Your pay depends on where you sit on the ladder from project manager to program manager to portfolio manager, what kind of employer you work for, and whether the role is technical.

This page gives the one comparison that holds across sources, which is the pay gap between each step of that ladder. It then gives a short calculation you can run on your own fixed pay. It also tests the claim you will meet most often: that a certification adds a set percentage to a program manager's salary.

What is the average program manager salary in India in 2026?

There is no single figure. Indeed averages ₹12,40,546 a year for program managers (145 salaries, updated 6 July 2026) and ₹21,81,224 for senior program managers, while Payscale's technical program manager (TPM) average is ₹23.97 lakh. One lakh is ₹1,00,000. A TPM is a program manager whose programs are engineering delivery, such as software or hardware releases.

TPM with 5 to 9 years, Payscale₹20,16,219 average24 salaries

City matters on the same Indeed page. The five highest-paying cities for program managers are Pune (₹18,65,182), Chennai (₹15,86,467), Hyderabad (₹14,32,908), Bengaluru (₹13,25,857) and Noida (₹13,22,123).

Two ratios come from these published figures (our calculation). Indeed's senior average is 1.76 times its program manager average (₹21,81,224 ÷ ₹12,40,546). Payscale's mid-career TPM average is 2.2 times its early-career average (₹20,16,219 ÷ ₹9,12,306). Seniority moves pay more than the title does. The Google figure is about ₹1.08 crore, where one crore is 100 lakh. It is total compensation, which includes stock and bonus, so do not compare it with a base-pay average.

Why do salary sites disagree on program manager pay?

Each site counts a different mix of grades, pay components and people. Payscale's TPM page shows the effect: base pay runs ₹5.96 to ₹40 lakh, bonus ₹97,000 to ₹5.14 lakh, and profit sharing up to ₹1.25 lakh. The total-pay range is ₹6.88 to ₹40 lakh.

Three things make two averages for the same title incomparable:

  • Pay definition. An average of base pay and an average of total pay for the same people differ by the bonus. Check which one a source reports before you compare.
  • Title mixing. Our inference: the title covers client-delivery roles at IT services firms and launch-coordination roles at product companies, so two averages for "program manager" can describe different jobs.
  • Sample size. Payscale's TPM figure rests on 89 profiles, and Indeed's program manager figure on 145 salaries. All of these are self-reported.

Our recommendation is to stop looking for the correct average and use ratios between roles, which are far more stable than absolute figures.

Three stacks of coins in different heights and colours stand side by side on a table.
Base pay, bonus and profit share stack up differently on each site, so each site's average comes out different.

How much more does a program manager earn than a project manager in India?

In the Project Management Institute's 13th-edition Earning Power survey (2023), an Indian program manager's median pay is 25 percent above a Project Manager III's and 57 percent above a Project Manager I's. The survey reports these medians in US dollars.

Project Manager II24,4700.73
Project Manager I21,4120.64
Source: PMI Earning Power: Project Management Salary Survey, Thirteenth Edition. The multiples are our calculation: each position's median divided by US$33,646. PMO means project management office.

Experience matters inside the same survey. Indian respondents with under 3 years in project management have a median of US$16,884, and those with 10 to 15 years have US$30,588, which is 1.81 times higher (our calculation).

Use the multiples, not the dollar amounts. The Project Management Institute has since published a 14th edition, fielded March to April 2025, in which the overall Indian median is US$29,609 against US$26,917 in the 13th (577 respondents against 622). That is about 10 percent higher (our calculation), so the dollar figures date quickly while the gaps between positions are the part to reuse. The position-level table above comes from the 13th edition (2023).

To understand what separates the roles, read how a program manager differs from a project manager. If you are still a project manager, how to become a program manager in India covers the route.

How do you check a program manager salary offer against your current pay?

Multiply your fixed annual pay by the ratio for your current grade, then divide the offer by the result. The steps use the position multiples from the 13th-edition table above. This is our model, not an official figure.

Hands rest on a desk beside a calculator, an offer letter and a payslip laid side by side.
Checking an offer means setting it against your current pay with one calculation.
  1. 1
    Take fixed pay.
Use annual fixed pay from your payslip, before bonus, stock and variable pay. Total pay is a separate comparison.
  2. 2
    Pick the nearest grade.
Choose Project Manager I, II or III by the scope you run. If you sit between two, use the lower grade.
  3. 3
    Apply the multiple.
Project Manager I × 1.57, Project Manager II × 1.375, Project Manager III × 1.25. For a move from program manager to portfolio manager, use × 1.16.
  4. 4
    Run a worked example.
    A Project Manager III on ₹24 lakh fixed pay gives ₹24 × 1.25 = ₹30 lakh. A Project Manager II on ₹20 lakh gives ₹20 × 1.375 = ₹27.5 lakh. A program manager on ₹30 lakh moving to portfolio manager gives ₹30 × 1.16 = ₹34.8 lakh.
  5. 5
    Score the offer.
Divide the offered fixed pay by your result. At 0.9 or above, the offer is in line: ₹27 lakh against a ₹30 lakh result scores 0.9. Below 0.9, it is under the survey gap: ₹24 lakh against ₹30 lakh scores 0.8, so ask for more or look at what else it pays. Above 1.1, the offer pays more than the survey gap, so check whether the role is larger than your grade suggests (our inference). The 0.9 and 1.1 bands are our rule of thumb, not survey results.

Our recommendation is to treat the result as a ceiling for a promotion inside the same company and as a target for a move to a new employer. The medians describe people already in each role, and internal promotions often land below the full gap.

Does PgMP certification raise a program manager's salary in India?

The measured premium is for the PMP®, not the PgMP®. In the Project Management Institute's 14th edition, Indian PMP holders earn about 33 percent more (US$30,525 against US$22,894, 577 Indian respondents, fielded March to April 2025). The survey summary carries no PgMP salary figure for India, so this page cannot quantify a PgMP premium.

In the 13th edition (2023), 58 percent of 514 Indian PMP holders rated the certification extremely or very valuable to their career, and 37 percent of 555 agreed it contributed significantly to their salary growth. The survey notes that PMP tenure tracks years of experience, so part of any premium reflects seniority, not the credential alone.

When you meet a claim that PgMP adds a fixed percentage to pay, test it:

  • Pass: the claim names a survey, gives its year (2024 or later), states the sample size, and says whether the figure is base pay or total pay.
  • Fail: any of those four is missing. Treat the claim as unproven.

In our view, the credential is worth pursuing when you already lead programs and want senior roles where reviewers check evidence of program leadership, not for a guaranteed raise.

Is the PgMP certification worth pursuing, and what help is available for it?

Frequently asked questions

Pune has the highest average on Indeed's India page, at ₹18,65,182 a year, followed by Chennai at ₹15,86,467. Hyderabad (₹14,32,908), Bengaluru (₹13,25,857) and Noida (₹13,22,123) complete the top five, so Bengaluru is not the highest-paying city for this title.

At Google level 4 (L4), the median total compensation is ₹65.8 lakh, and submissions come from people with 9 to 10 years of experience (Levels.fyi L4 page). Levels.fyi lists ₹31.3 lakh at level 3 and ₹1.58 crore at level 6.

Aon projected salaries in India to rise by nine percent in 2026 (survey of over 1,060 companies across 45 industries, published 7 October 2025). Technology consulting and services firms were projected at 6.8 percent and technology platform and product companies at 9.4 percent, for all roles.
Usually, but not by a multiple you can measure from public trackers. Sites define the roles and the pay components differently, so a ratio between a TPM average and a program manager average mixes sources. Compare within one source, such as one employer's grade ladder.
No. PMI reports Indian medians in US dollars, and the survey has been replaced by a newer edition. Multiply your own rupee fixed pay by the ratio between positions, for example 1.25 for a Project Manager III moving to program manager.
